FYI - as a counter to the ITIF paper published today, I distributed a paper to attendees at the ITIF meeting:

Clearly the EAC/NIST factors on software independence support Holt in requiring the use of paper trails.
Do paper trails by themselves solve all election problems?  Of course not!
We seek to show that properly implemented and supported use of verifiable paper ballots provides a secure foundation that is cost effective for e-Voting solutions.
