That's the theory anyhow. But what other payloads can it carry?

For example, the ES&S ivotronic uses an analogous device called a "PBS" whiich serves mulitple functions for uploading information, for getting to privlegeds access screens, and for dowloading the votes at the end of the day. As well as for activation. Or so I was shown by the ES&S yep who demoed it to me.

Are sequoia's activators "dumb" like a short barcode, or sophisticated delivery systems?
