Do you mean to say that these machines are delivered to the polls
without necessary ballot definition files installed? ... and that
volunteer poll workers are entrusted with the responsibility of
transferring the proper ballot styles from an activator to a smart
card and thence to the voting machines?

This is as alarming as the revelation that poll workers store voting
machines in their homes prior to elections.
