I like the idea of including the bar code data in the XML. Although
the data size goes up,
it's one more thing that makes it hard to cheat the system. I would
propose the following:

<cast_ballot election-date"2004-11-4" state = "MA" county="Franklin" >
  <barcodedata format="decimal">7593745930948758392934</barcodedata>
   <election .......

They are coupled to the extent that they come as an inseparable pair.
If you vote
for the president then implicitly you vote for her running mate. It should not
be in a separate election element.

I like that as well!

Please let us know if you're putting these changes in because I'll
need to be parsing this same data format for the tabulation system.
