Web site improvements

I have updated the architecture document enough that it begins to look
like a real architecture document. Something for new developers who
join, so they will be able to get a sense of what it is we are
programming. But we are still in desperate need for people to take over
the several open subprojects (all the things that now say "what goes
here?" or the like).

Also, Skip has volunteered... OK, that's not true, I volunteered him,
and he acceded... to be in charge of the "Official EVM2003 Website
Desuckification subproject". Skip sent me some very nice templates
that use ht2html to create a consistent look and navigation for all the
subpages we really need. They need to be adjusted to fit Matteo's nice
design, but that should be straightforward. Of course, we still need
people to WRITE all those subpages. Anyway, at some point Skip or I
will give contributors more information on how to do updates... but
anything you write before that will be easily adaptable (I still
recommend APT; but heck, this is anarchy)
