I know I've seen this discussed before and wonder if someone can easily
point me to the references of acceptable machine failure rate associated
with the federal qualification and/or CA state certification testing? I
seem to recall that there is even an acronym, such as MOE for margin of
error, that indicated this was a standardized measure. When applied against
the needed performance endurance of machines used on election day, this data
suggested that virtually every community would have one or more machines
fail. I am particularly interested in this data relating to Diebold OS and
Hart InterCivic eSlate.
