It looks to me like this is about a voter registration database,
presumably to prevent multiple voting (or possibly to limit voting by
ineligible voters[*]). It doesn't look like it's necessarily pushing
DREs in voting machines.

[*] Yeah, I generally think as many people as possible should be
eligible; but Cameroon has rights to create age, citizenship, etc.
