Oh yeah. Another thing I forgot to mention. I believe our standing
proposal on this is that the ballot number is NOT purely numeric -- even the
last 4 digits. The first of these 4 digits will represent the PC id.
Ordinarily, we'd expect no more than 7 or so PCs to be used as voting
machines for any given precinct. So, ten should be plenty. However, Arthur
pointed out we should give ourselves a little more headroom. So the first
digit could be alpha-numeric -- hex or even base-36. But, again, these are
considerations for the production software. For the demo, we will only
worry about 0 - 9999.
