I suggest the following structure:

  src/
      evm2003/
              Print/
                    PaperBallot.py
                    ...
              bva/
                  Play.py
                  ...
              utils/
                    convert.py
                    ...
              test/
                   bva.py
                   lp.py
                   ps.py
                   ...
              ...

The directory evm2003 may seem unnecessary here, but then the import
statements in Python will look like:

  from evm2003.Print.PaperBallot import PaperBallot
  from evm2003.utils.convert import votes2digits

which is kinda nice.
