While I agree with Alan that the modulo obfuscation is fine for demo
purposes, I do not understand why a a ballot that contains all blank
votes is invalid.

Or, for that matter--if I understand matters correctly--if a voter did
not wish to vote for the first N races, but only the last one, the
repeating pattern would still occur in the front part of the barcode.

Anyway, to my mind, it is more important that our -API- contains SOME
obfuscate() function than is the particular implementation. It is
largely a formal notation that we recognize such an issue exists. For
production (and if our current grant proposal goes through), we'll do
empirical testing to make sure poll workers cannot identify votes from
the barcode.
