It inserts the "No preference indicated".

Actually, it would have been quite simple to generate random XML
files based on my example here:

  http://gnosis.python-hosting.com/voting-project/OVC-Demo/0166.html

by inserting random numbers and write-in names in the lists 'votes'
and 'writeins' respectively. That script also uses the same XML
generating routine as the RII, and soon the GUI.
