I don't know of any requirements here--whatever works or whatever Fred says.

Which reminds me.... we need to deal with a situation where this doesn't
come out right. This is possible if the manual ballot count is wrong and/or
a ballot is skipped in the scanning process (a ballot can't get scanned
twice without detection, right? You'll have code to say, "that ballot's
already been scanned."). In case the scanning process doesn't end up with
the same number, we have to throw out what we have and start over with the
manual ballot count. So, all the XML files (EBIs) need to be deleted and
the process re-started. For the demo, maybe we could do a simple version of
the re-start process.
