Sure. This a good approach much better than trying
to define the GUI by just using an XML which was
what I was trying to do.

I think pygame allows you to do this with much
less code than an API like wxPython would have required.

You are basically right. My thought is that the final system should
require both an image of the blank ballot, plus an XML file describing
all of the ballot data, with coordinates associating the data with the
image. This approach would avoid the complexities of automatic ballot
layout, overly flexible XML skinning descriptions, etc.
