This has the additional advantage that the integrator at the local level
has complete control over the presentation of the ballot using tools that
they are almost certainly already familiar with (e.g. Photoshop, GIMP),
though someone would ultimately need to produce a drag-and-drop tool to
allow for placement of rect's for check boxes, buttons, etc., over the
bitmap.
