This looks like a good start. As far as the actual tabulation logic, I suggest
we take a look at adopting and refactoring the python VoteEngine, available
at http://vote.sourceforge.net/. Though it hasn't seen much activity
recently, I've played around with it and it seems like a good start. I
started working on some updates to it, but don't have anything useful at this
point.
