They did not. The unnecessary shift to central count functioned to eliminate the
check and balance of the voting machine results tapes.

Correct. With the added feature that they stated, before the elections, that
while California requires posting a public copy of the tape at the polling
place, if they simply move the scanner to a central location, their claim is
that the public copy need not be produced.

And so they didn't.
