What is required for voters with disabilities

Does HAVA require that there be equipment for voters with
disabilities inside every voting place? Would it suffice to have a
mobile polling place that could come when called? It could be
constructed to be more convenient for voters with disabilities than
somebody's garage. Even with the added cost of the vehicles, such a
system could cost a fraction having an Automark or something in every
polling place.
