Are there studies on overvotes. Does this happen often in a paper
ballot that is intelligently set up? It seems like a lot of effort
goes into this.

Undervotes are even more suspect. Aren't most undervotes intentional?

If we could eliminate precinct scanners, we could same some big
bucks. Counting ballots on high speed central scanners cuts a lot of
steps–read vulnerabilities–from the process.
