Brent - recommend filling out and submitting a voter complaint form to the
secretary of state's office:

http://www.sos.ca.gov/elections/fraudcomplaint_form.pdf

Also, recommend doing a quicky records request for the S.F. policy allowing poll
workers to kick observers out. The purpose of this is preventive medicine,
encourages the elections official to check the law, improve the training, and
make sure it doesn't happen again.

Two more things: Black Box Voting is doing a "Compliance Watch" project for
California as part of our 2008 election protection actions. So, is it okay for
public education purposes for me to note this incident in the San Francisco
County section of our California area on BBV, and if you do the request and get
a response, can you provide it for posting in that section?

... here is example of the preventive medicine public records request for this
situation:

Director of Elections
City Hall - 1 Dr. Carlton B Goodlett Place, Room 48
San Francisco, CA 94102-4635

Dear Mr. Arntz,

Pursuant to the state open records law, Cal. Gov't Code Secs. 6250 to 6276.48, I
write to request access to and a copy of:

1. A copy of the San Francisco County or state policy which allows elections
workers to prohibit observers from watching poll closing activities

2. A copy of training materials for San Francisco County for poll workers
regarding poll closing and observers. If your agency does not maintain these
public records, please let me know who does and include the proper custodian’s
name and address.

I agree to pay any reasonable copying and postage fees of not more than $10. If
the cost would be greater than this amount, please notify me. Please provide a
receipt indicating the charges for each document.

As provided in the open records law, Sec. 6253(c), I will expect your response
within ten (10) business days.

If you choose to deny this request, please provide a written explanation for the
denial including a reference to the specific statutory exemption(s) upon which
you rely. Also, please provide all segregable portions of otherwise exempt
material.

Thank you for your assistance.

Sincerely,

Government is the servant of the people, and not the master of them. The
people, in delegating authority, do not give their public servants the right
to decide what is good for the people to know and what is not good for them to
know. We insist on remaining informed so that we may retain control over the
instruments of government we have created.
