Thanks for this thread, I have been following it. Last year in San Francisco we were able to view poll closings, many of us were monitoriing.? I was an "inspector" this year, and the training did not mention monitors or keeping them away at any time. It may depend more on the individual inspector at each precinct.

Not sure thats legal. Calif. statutes require that all phases and locations of
vote counting be observable by the public, and poll closing most certainly
involves procedures related to vote counting, specifically, the reconciliation
of the number of votes cast with number of voters signed in.
