Precinct scan reduces the problems with chain-of-custody issue. Best
to scan precinct-cast votes in the precinct and the mail-in ballots
centrally. Of course, both should be done with the appropriate
public oversight. I've never had a member of the public view the
poll closing procedure and I'm not even sure what rules apply in
Santa Clara County, California is a member of the public wished to do
so.
