Sorry..I misunderstood your earlier comments. Yes, precinct scanning is best, accompanied by audit procedures to include appropriate hand counts. There is certainly enough time to do things right. I agree with some of the other comments to the effect that the strongest security and integrity comes from a combination of hand counting with scanning. And...cross scanning with different systems is not a bad idea, either.

It takes an hour to scan the whole polling place, even if you do it slowly.
Central counts have a long and colorful history of fraud due to chain of
custody chicanery and insider maneuvers.
