Black Box Voting assumes all systems are incorrectly implemented unless proven
otherwise. As Tobi has already posted, there are protocols for appropriately
designed hand count systems.

But regardless, we need to be focusing first on the core issues, which are those
of counting votes in public and publicly viewable chain of custody.
