Yes. I assume human frailty. In California, there are no standard
procedures for elections. There is huge variation in the competence
and dedication to trustworthiness and transparency of elections boards.

Why would you assume that hand counting systems would be, generally,
correctly implemented.

Computer used to be a job title for a person. There is a good reason
that has changed.
