A well managed hand count includes observers for all readers, markers,
tallyers, for every aspect of the vote count. Observers should catch
transcription errors.

Vote counting done at the precinct level ensures this level of observation.
Results should be posted at the precinct level. Distributed power of the
citizenry should check and balance malevolent shenanigans.

In NH the totals are transported by state police to the SoS, who tallies
centrally by hand into a spreadsheet. This is an area of security risk -
chain of custody and all - but can be managed through citizen oversight as
well.
