Minor addendum
Of course, let's not forget the detail that there needs to be more
than one set of cards in the hopper when the draw is made. This would
be decided by officials -- something like the first 50 people who go
through do not count any votes.. or that there are a set of "placebo"
cards in the hopper at the beginning.
