True if you want to add yet another layer to the process. But more
importantly a jury is a highly supervised operation with professional
judges, bailiffs, alternate jurors, and the whole machinery. pretty
mugh they just sit and listen and do what they are told. Most
citizens are viewed competent to do so, so compelling them is not a
burden per se.

Polls require lots of skills and the worker are the only real
supervisors.
