Microsoft is making 100 percent of the source code of the Windows CE kernel available as part of the Windows Embedded CE 6.0 operating system package, to everyone who gets the OS package.

It potentially allows companies to share not just the applications but the source code of the OS on the system. This does not mean that all drivers will be open or that they will want to. But it does remove a road block and will probably prevent the worst abuse of the COTS exclusion rules that windows CE seemed to violate.
