I just went to the ohio cuyuhoga county web page here:

and then I grepped out all the counties with more cast ballots than
registered voters:

here is my quick list :

the first number is the number of excess voters.
the second number if the fractional "overage"
the next field is the county designator
this is then followed by the number of ballots cast in the county and
the number of registered voters

that totals to 35014 more ballots cast than registered voters

Not I grepped this really quickly so all of those are confirmed cases:
