yes, but redundant procedures will be annoying to the potential administrators of the system. It will make the evm software less valuable.

How does an independent organization know that the votes arrived and were counted? It is possible that the ballots were swapped out with preprinted ballots and preburned CDs in route to the SOS office.

I'm saying that it is not the complete answer.
