Keep in mind that OVC or not, the voting system will undergo tremendous
change in the next five years. If the OVC is successful, we will influence
many changes in the election code -- just as the election vendors have done.
Look at what happened when the punch card was introduced. An awful lot of
code is still on the books that resulted from their use.
