Security Planning and Assessment group

Something interesting has happened in this group. From the beginning of the
voting-project email list, people have wanted to jump ahead and talk in some
depth about things that are more properly undertood as part of the
development of the production system.

Some have leap frogged ahead by getting very involved with the security
aspects. That's fine. We have the people so we can afford to do that.

Since this is the focus of Prof Sahai's research interest
(http://www.cs.princeton.edu/~sahai/ ) -- and he is willing -- we should
take advantage of his expertise in this area.

He has proposed something called the "Security Planning and Assessment
group" with the following purpose in mind:

1) Analyze the security requirements of a voting system
2) Propose solutions
3) Assess the security of designs (not implementations yet).

I think Charlie Strauss will be interested in helping to organize this
group, which Prof. Sahai will lead. Others?
