I want to say this in a nice way and I don't want to offend you but this is not the way to go about this.  The GUI should be built not by a coder but by a person who has an X Windows based GUI toolkit which is proven, simple to use, extensible, powerful and which produces a result which is esthetically pleasing.  Here's some results that can be achieved by someone who has no coding skills but is using the GUI toolkit I'm offering.  I've been designing application-specific GUI toolkits and application-specific GUIs built with these toolkits for 20 years and the reason I'm willing to join in here is to make it possible to achieve a great voting GUI in a way that is quick & easy, and doesn't ignore what has been done over the past 20 years.  You, or anyone, can use this toolkit to build the mockup ballot without writing any code whatsoever.  There is lots of other code that needs to be written, but there is no need to write any GUI code.  There may be a need to write some extensions to the GUI toolkit that can be used to build the GUIs, but that's about it.
