The human factors issues that arise out of resized ballot images on
screen are so bad that Election Systems and Software opted not to
support on-screen resizing. Instead, they provide a magnifying glass
with their touch-screen machine in order to satisfy HAVA requirements.

Note that the user interface and training problem with magnifying
glasses is trivial. People who need big print are already familiar
with this device and are unlikely to need any training in its use.
In contrast, the controls to resize the text electronically are likely
to require explanation. The people most likely to really need them
may be the ones with the most difficulty finding them.

And then, unlike paragraphed text, which resizes in fairly simple ways,
ballots are tabular data, and resizing tables is a monster from a
human-factors perspective. You end up introducing scroll bars
(I'm a Mac user, I find DOS scroll bars to be genuinely confusing),
or you end up re-arranging the ballot issues to they form into columns
differently. There is room for lots of research here, but there is also
room to dodge the issue entirely.
