Here are some documents I found.


note that it says,

"VSTLs are required to meet the requirements in NIST Handbook 150, the
VSS-2002 with HAVA requirements, VVSG-2005, and any other criteria deemed
necessary by the EAC. VSTLs should be familiar with the election and voting
communities including the National Association of State Election Directors
(NASED) and the National Association of Secretaries of State (NASS)."

This lab would be the first to follow the OpenTest Protocol, which means,

- All documentation published, including specifications, source code, test
specifications, test plans, and test cases

- Results from executed test cases published

- Public invited to participate in testing

- External testing encouraged and reports noted

>From some earlier verbiage regarding OVC Listed criteria, more on what to
publish (via Internet):

- Full source code for each voting-specific component of system, including
make files, header files, and configuration files, and any other file needed
to build a complete version of the system
