They apparantly copied Arizona. I heard somewhere there were seven such
critters, if Florida is a recent addition to that hall of shame then
they might be number eight?

It's probably a holdover (in AZ at least) from the days when recounting
punchcards by hand led to "mystery chad" all over the floor. This is
kinda understandable as a concern but if FL *just* switched now that
punchcards are basically all history, then...what the heck were they
smoking?
