I'm not clear if we are talking about a DRE or a scanner. If
DRE, you change would the votes on the ballot before you
produce the ballot image.

If we are talking about the scanner, that means paper ballots
also exist. This would be useful as a backup, but the rules should
say that the paper ballots are used in audits or recounts.
