Just so we're on the same page with terminology, I'd like to comment on VVPB
and VVPAT.

In OVC lingo, VVPB and VVPAT are not the same at all. We have submitted some
of our terms for inclusion in the NIST glossary. Note that among other
things, we are pushing for inclusion of "Summary Paper Ballot."

VVPAT is somewhat better than the awful "paper record copy" in CA SB1438 and
promulgated by former CA SoS Kevin Shelley in other documents. "Paper
record copy" and "Voter Verified Paper Audit Trail" do not adequately
describe documents that we want the voter to see in the voting booth.

In SB1438, the "paper record copy" is explicity declared "not a ballot."

If you're interested in counting votes on cast ballots, it's not clear that
paper record copies printed on the VVPAT mechanisms has anything to do with
that.

We are interested in producing ballots that are cast by people and have the
potential of being counted by people.
