The referenced article points to us a source for open source IRV. It says:

Computer codes for counting votes IRV-style are open source. Anyone can copy and use them for free. (If you want to check out this availability you can contact “The Open Voting Consortium” at www.Openvoting.org or “Elections Solutions” at www.Electionsolutions.com)

The Data Model I donated to the public domain via OVC has IRV built into it and it comes with a top-level Process Model for a decision-support solution for elimination of last-place candidate(s). It was well received by the Chicago Chapter of the ACM last September. In fact, we did spend some time discussing the numerous complications of IRV.

I didn't notice that we had developed any code. Is the article in error or have we actually started some coding?

What I also find amusing is that both Diebold and another vendor (Hart, I believe) came to Denton County, Texas to sell us their wares a couple years ago. In addition to organizing a bi-partisan effort to educate people in both the Denton County Republican Party and Democratic Party about the necessity for VVPAT, I approached at least one of the companies, possibly both, explaining that I could design a Data Model for their companies' needs. I was given a memorably abrupt answer by one of the companies: "Our people already know how to do that."
