There needs to be a reconciliation procedure to ensure that write-ins
are grouped appropriately. For example, "Howard Dean", "Gov. Dean",
and, very arguably, "H. Dean, M.D.", should all be interpreted as votes
for a single candidate. The criteria to do the grouping are, of course,
set by law. The mechanics that allow the grouping, or at least the
reporting of all write-ins in ungrouped form, are our bailiwick.
