In California, write-ins are permitted in virtually all contests
(except yes/no questions). In "vote for N" contests, there have to be
N spaces for write-ins, so an "N of M" contest (M candidates for N
seats) would really be "multi N (M+N)" according to the below
notation.

Rather than require the user to have to remember to enter the write-in
numbers, you might create some additional keywords:

write-ins yes # write-ins allowed by default
write-ins no # write-ins not allowed by default
(These could take effect when seen, so you could turn write-ins on and
off for sets of races.)

single 7 # 7 people running for one seat, so it adds a write-in if
                # allowed by default.
multi 4 6 # 6 people running for 4 seats, so it adds 4 write-in
                # choices if allowed by default.

yesno # instead of "single 2" for a yes/no question, to avoid
                # a write-in being added to it by mistake.

singlenowi 2 # no write-ins allowed for this race (overrides default)
multinowi 4 6 # no write-ins allowed for this race (overrides default)

singlewi 2 # write-ins allowed for this race (overrides default)
multiwi 4 6 # write-ins allowed for this race (overrides default)
