Right. "If that's the case...." which we really don't know. You are
guessing. I am guessing. My guess had to do with trying to follow FEC
guidelines to minimize page turns.

Full-faced v. paginated is an excellent topic to study. Typically, voting
systems have been cobbled together based on the hunches of the makes will
very little real testing of alternative schemes. The "my guess is better
than your guess" approach has resulted in bunches of systems with serious
human factors problems.

By necessity, it may be that our first certified system will be largely
based on the hunches of the developers (us) and not so much on thorough
human factors trials. We want to press to have all of this R&D and testing
included in our proposals: Afterall, HAVA calls for such testing. Our
proposals should cite specific language in HAVA that supports the work we
are proposing.
