FEC guidelines recommend minimizing page turns. This was the motivation for
the full-faced ballot and large screen. This is another study question.
Full-faced v. paginated ballots.

We may want to get a system certified that can use a smaller screen.
However, we can't say which is really better until this factor has been
throughly studied.

As with many other things, trials are needed.
