How accurate does the timestamp need to be? Specifically, under the OVC
design, when the EBI is created is not when the ballot is "cast." A
ballot is case by placing the paper in the ballot box... i.e. maybe a
minute or two later than when vote selections are completed, but a
variable amount of time. And the timing might vary more when ballots
or spoiled, or under other special circumstances (e.g. technical or
procedural incidents at a polling place).
