It's easy enough to find resources on web site accessibility. I've
even written a couple articles on the topic, but so have lots of other
people, including disability-rights groups.

The easiest way to characterize it is: Frames are a gigantic flashing
sign to blind people telling them to "Go Away! (this site isn't for
you). There are other accessibility sins, but frames are very nearly
the worst one (imagemap-only navigation is maybe the only worse thing).
