We would maintain a list of COTS PCs and COTS printers certified to be used
with our software. The 8,000 citizen-vendors guarantee their equipment is
COTS from the list. Numerous audit checks can verify everything okay.

In any case, it's one of many possible models to deliver OVC technology to
election boards.
