The Ballot Reconciliation Process would need to be updated to include
provisionals. It seems to assume that the voting stations actually
tabulate votes. (I can't locate it now. It was a PDF file, not the
Wiki version. There doesn't seem to be an index of those PDF files.
The Wiki version, at

seems to assume that the voting stations do NOT tabulate votes.)
