Thank you. I could add a field to the control relation indicating how the provisional ballots are to be counted or we could address this as a reporting parameter. Fortunately, the Data Model has a field PROV_BALL_ID that identifies provisional ballots, so we're covered either way.

My hunch is that the flag for how to count provisional ballots would go best in the Control relation of the Vote Entry Station Data Model.
