For more reliable software it's best to have the bar code in a fixed
location on the ballot. That fixed location should be within the
margins of typical printers. The printing will shift within
engineering tolerances, and that should be handled by the scanner.
However decisions about margins based on particular printers is
probably unworkable. On the other hand, printers with excessive
margin requirements should probably be rejected from being used.

I agree with Ellen that 3/8" margin is typical. A half-inch (or 1.25
cm) is safe.
