I asked our elections director in N.M. about state costs was told that although the state can charge for its certification costs it historically has not because they cant figure out how to apportion them. (yes i was confused too). Thus at them moment th eout of pocket cost is the federal/NASED ITA costs plus cost of having reps show up at hearings. However legally the state can charge for their testing and administrative costs. Also they do not have to approve anyone even if they do pass all the tests. This appears to be a deterrent as only two vendors applied (and it is rumored one of them had to threaten a law suit to get approved but this is not confirmed.)
